Might be using VHF talking to someone on the International Space Station, talking to someone in another country through an amateur radio satellite or repeater, but probably just another Verizon customer. Sorry for the geek speak.
Looks to me like a satellite phone. He might be receiving with that VHF antenna, but I don’t see how he can use the antenna to transmit. The transmitter must be built into the phone.

JTB, I can’t tell what device the guy is holding, and I know I’m over analyzing this picture. The antenna elements look to be at length for 144 megahertz, and Sat Phones are in the gigahertz range, much shorter elements needed. He may not be transmitting, but the antenna does have a gamma matching section, which would only be needed to make the antenna resonant for transmitting. I have a bad habit of over thinking things at times, this happens to be one of them and radio is a hobby of mine. I’ll drop it before JK gets pissed at me. Back to the Golden Elixir. And I won’t apologize for that. One more thing, he is probably just a Verizon customer.
I’m reminded of a receiving antenna for those “Project Lifesaver” transmitters. Where I live the County Sheriff’s office and a few municipal police departments will give transmitters to the families of individuals who are at risk of wandering away from home. The transmitters are small and can be worn on bracelets or watch like bands. Batteries last about a month before requiring a replacement. Perhaps our friend in the photo is using a similar device to track wildlife.
Now we got ourselves a story. A Verizon customer from the Hunting and Gathering Economy uses an antenna/transmitter from the Industrial Economy and a phone from the Information Economy to track an animal which was implanted with a bio-telemetry tracking device from the Bio Economy so he can heard it back to his farm in the Agricultural Economy.
Man, I think that tale is somewhere in the jamahertz range.
